HIGH SCHOOL AUDITORIUM – 7:30
Members present: Tuck, Heitin, Pietal, Bergeron, Bluestein, Gillen, Goodman, Hearne, (Garza). Member absent: Fixler
1. Bergeron reported that he had sent a letter to members of the Finance Committee Nominating Committee asking them to reconsider their nominees. He said that the Moderator had informed him that only the Nominating Committee could make nominations. He requested the Finance Committee recommend that Article 2, new Finance Committee members, be moved out of sequence to the end Town Meeting and that the Nominating Committee be directed to meet to reconsider their choices, giving consideration to D. Sirkin’s service to the Committee. Nominating Committee Chair J. Edinburgh explained that 16 well qualified candidates were interviewed, that members of other boards are not automatically renewed, that they thought they did a careful job, and that the nominees were notified two weeks ago. In answer to
Hearne, she said that no meeting was scheduled. Nominating Committee member T. Gillen said that it was not a Sirkin issue, that he thought the process went very well and that he would like to see others included. In answer to a question from Goodman, Edinburgh said that four candidates, two of which were chosen, had applied previously. Moved and Seconded to recommend that Article 2 be heard out of sequence to the end of Town Meeting and the Nominating Committee be directed to reconvene to reconsider their recommendations. Vote: 4-3-1
2. Tuck asked that the Committee decide on a vote on Article 15, to rescind the unused portion of borrowing for the landfill, if Article 14, to rescind unused portions of debt not issued with 3 years, was defeated. Moved and Seconded to recommend approval of Article 15, if Article 14 is defeated. Vote: 7-0-1
3. Pietal reported that $51,000 for SPED and $126,946 for books had not been included in Article 21, school borrowing. The amount for books would come from money already borrowed for the East Elementary School septic system. School Committee member M. Blaustein and Superintendent C. Jackson said that borrowing for books met the criteria for capital, lasting more than five years. Jackson said that books were desperately needed, noting that the science test books were copyrighted in 1991 and assured the Committee she would not ask for borrowing for books again. Goodman asked why the funds were not used for something similar, like improvements for the Middle School.
4. Moved and Seconded to rescind the vote on Article 21. Vote: 5-2-1
5. Moved and Seconded to recommend borrowing $696,392, including books, for school capital in Article 21. Vote: 3-4-1
6. Moved and Seconded to recommend Article 21, borrowing $569,446, not including books. Vote: 5-2-1
